What this role is
Executive responsible for overall refinery operations, production performance, and processing strategy across the facility or network. At the Director (Executive) (E1) level, the role owns a significant function with strategic authority, strategic and cross-functional, and drives function-wide enterprise impact. Executive leadership of a function.
What this level does
- Lead operations of a single refinery site through Operations Managers and Area/Unit Superintendents, owning safe, in-spec running of all process units (distillation, cracking, reforming, blending, treating) and the tank farm/movements systems
- Set and enforce process-safety and safe-work-practice standards as the site's number-one priority, holding accountability for emergency response, abnormal-situation governance, and incident investigation outcomes
- Own the site turnaround, start-up and shutdown strategy — approving execution plans and resourcing so transient and planned-outage states are managed without compromising safety or throughput
- Deliver the site's production, yield and environmental-compliance targets against schedule, resolving cross-unit operating conflicts escalated by superintendents
- Interface with plant engineering, maintenance, and major pipeline/logistics customers on the site's operating commitments and performance
- Knowledge applied
- Detailed knowledge of refinery process operations — unit chemistry, DCS/PLC control, tank-farm movements, and the safety and environmental regime — applied to run a complete single-site operating function and set its functional strategy.
- Complexity & problem solving
- Resolves functional operating problems with serious business consequence — cross-unit conflicts, turnaround sequencing, and abnormal-situation escalations that a single site's superintendents cannot settle.
- Collaboration & interaction
- Interfaces with peer site executives, corporate functions and major logistics/pipeline customers; leads through Operations Managers and superintendents.
- Typical experience
- 12–15+ years of refinery operations and management experience, including console/unit authority, turnaround and emergency-response leadership.
Skills at this level
- Process-Safety Leadership
- — Sets and enforces safe-work practices, policies and processes as the operation's top priority across refinery units, ensuring emergency response and major-hazard controls protect workers and equipment at scale.
- Refinery Process Operations Command
- — Directs the safe, in-spec running of distillation, cracking, reforming, blending and treating units together with tank-farm and movements systems, holding units to process schedules for temperature, pressure and flow.
- Turnaround and Transient-State Governance
- — Owns the strategy and resourcing for start-ups, shutdowns and turnarounds so planned and abnormal transient states are executed safely rather than treated as occasional exposure.
- Abnormal Situation and Emergency Response Leadership
- — Establishes alarm-management and abnormal-situation-handling discipline and leads decisive response to cascading operating upsets, escalating and coordinating across units under time pressure.
- DCS/PLC-Controlled Operations Oversight
- — Governs how process units are run through DCS and PLC control systems, ensuring console and field operators safely and efficiently regulate process variables and integrate their work.
- Multi-Site Operations Integration
- — Integrates operating plans, standards and turnaround portfolios across multiple refinery sites, balancing throughput, reliability and emissions trade-offs across the network.
- Environmental and Regulatory Compliance Stewardship
- — Ensures refinery operations meet industry standards and environmental regulations, owning the operation's regulatory standing and managing exposure to compliance and permit risk.
- Refining Portfolio and Capital Strategy
- — Shapes configuration, capacity and cost/capital allocation across a refining asset base to sustain competitive, safe operating performance over the long term.
- Board and Regulator Engagement
- — Represents refining operations to the board, CEO, regulators, communities and industry safety bodies, communicating safety record, performance and strategic positioning.
- Operations Leadership Development
- — Builds the bench of operations managers, superintendents and senior operators — including unit authority, permit-issuer and trainer qualifications — that sustains safe operating discipline.
