Vessel Operating Cost Budgeting

— Analyzes costs of vessel and cargo operations across ports and interfaces with the Engineering Department to prepare and monitor the annual Vessel Operating Cost budget, prioritizing contracted-services and capital-project expenditures.

Maritime Regulatory and Safety Compliance

— Applies federal and state vessel operating rules, safety protocols and environmental regulations to marine operations, and builds safety culture consistent with loss-control goals.

Marine Vendor and Agency Relations

— Handles clients diplomatically and networks with vendors, operators, port authorities and agencies in the marine community to secure services and resolve operational issues.

Marine Navigation and Communication Systems

— Uses modern marine navigation and communication systems to monitor vessel position, coordinate movements and maintain contact across shipboard and shoreside operations.

Shipyard Period Operational Support

— Provides operational representation and field support during scheduled vessel shipyard periods, coordinating repair scope, timelines and re-entry into service across ports of call.

Marine Operations Strategic Planning

— Sets policy, performance targets and long-range plans for a marine operations section spanning commercial cargo, cruise, fishing-vessel and mooring facilities, aligning personnel and activities to organizational objectives.
